사설>서울동부지방법원 사법부양심의 밝은등불이 되길
쾌적한 시설,최첨단 시스템 등 5성급 호텔수준...이제 재판의 내용으로 국민에게 보답을

서울동부지방법원(법원장 이승영)이 광진구를 떠나 마침내 송파구 문정동에 새둥지를 틀었다.

3월 27일(월) 오전 10시 송파구 문정동 소재 서울동부지방법원신청사 준공식이 양승태 대법원장을 비롯 정부와 국회 등을 대표하는 인사들과 유관기관장 및 관할 구청장 등이 대거 참석하여 기념식을 거행하고 현판 제막식과 테이프 커팅식,기념식수 및 표지석 제막도 이루어졌다.

문정동 새 법원청사는 2만8765㎡부지에 연면적4만 5141㎡의 지하 1층·지상 12층 규모다.

1층에 종합민원실, 기록열람, 민원상담, 가족관계등록, 자녀양육상담실, 2층에 등기국, 구속피고대기실, 3층에 대회의실 등을 갖춰 대국민 사법현대화와 국민편의시설에 만전을 기했다.

특히 장애인 관련 시설은 물론 친환경 건축물로도 인증을 받았다.

◆따뜻한 마음과 공정의 눈으로 한국인본주의가치구현의 새로운 신화를 창조하길

한편,우리 광진구민의 입장에서는 아무리 붙잡아도 이미 떠나버린 문정동 새법조단지를 보고 부러움과 시샘조차 숨길수 없었다. 준공식을 앞두고 신청사 구석구석을 두루 살펴보고 벌어진 입을 다물지 못했다.

송파구는 올해 말 문정역 일대 예상 상주인구는 3만5000명에 달해 고용 창출 효과도 2만 명 이상이라고 전망하고,서울동부지방법원을 시작으로 올해 말까지 신성장동력산업 기업체 2천여 개가 입주하게 될 것이라며 지역경제유발효과극대화에 나서고 있다.

광진구시절의 청사가 ‘오두막집‘이라면 지금 문정동의 새청사는 5성급호텔수준이라해도 과언이 아닐듯 싶다.

아마 국내외 지방법원규모로서는 쾌적한 환경과 21세기 최첨단 전자시스템,넉넉한 공간배치 등 외형면에서 세계최고수준이라할 만하다.

◆이제 국민에게 재판의 내용으로 보답해야...

그러나 서울동부지방법원은 그 엄청난 재원을 지원한 국민들에게 재판의 내용으로서 보답해야 한다.

이날 양승태 대법원장과 이승영 동부법원장도 이렇게 휼륭한 청사를 지을수 있게 한 국민에게 깊은 사의를 표한다 했다.

양승태 대법원장은 격려사에서 “동부지법이 새 문정동 시대를 열어 국민 법원으로 거듭나게 됐다”며 “소통을 통한 열린 사법 업무로 국민들에게 최고의 사법서비스를 제공함은 물론 국민 권익을 위한다는 사명감을 갖고 임해 달라”고 당부했다.

이승영 서울동부지법원장은 인사말사에서 “45년의 자양동 법원청사에 이어 새로운 문정동에서 국민과 소통하는 열린 법원을 열게돼 기쁘다”며 “국민이 만족하는 사법서비스 제공을 위해 최선을 다하겠다”고 다짐했다.

이날 주최측이 상영한 동영상 소개에서 새 청사앞 상징조형물에 대해 ‘따뜻한 마음과 공정의 눈으로‘의 의미를 담았다고 했다.

사법부에 바라는 국민의 염원을 형상화한 것이다.

또한 축사에 나선 양승태대법원장도 이 조형물 상징을 높게 평가하며 “이는 (한국사회에) 법원이 상징하는 인본주의 추구의 상징조형물“이라며 혼탁한 한국사회 특히 물질만능사회에 청량한 인본주의 법의 실천역할을 주문했다.

새로 부임한 이승영 서울동부지방법원장도 평소 ‘국민과 소통하는 열린 법원’을 구현하고 ‘국민으로부터 신뢰받는 법원’을 만들기 위하여 재판제도와 민원제도 개선에 많은 노력을 기울인 것으로 알려졌다.

또한 이 법원장은 항상 당사자의 주장에 귀를 기울이고, 무엇보다 사실심인 1심과 2심에서 충실한 심리가 이루어질 수 있도록 공정한 재판을 위한 사법부의 중심잡기에 심혈을 기울인 것으로 알려졌다.

본지는 일개 지역언론의 작은 목소리이지만 지난 2월 2일자 신임 이승영 법원장 발령소식을 전하며 이 법원장의 평소의 법철학과 재판운용의 국민적 신뢰구축의지에 경의를 표한 바 있다.

“특히 새로운 최적 최첨단의 환경을 갖춘 송파의 새법조단지로 이전을 앞둔 신임 이승영 서울동부지방법원 수장에게 관할사건에서 대한민국 사법부의 악폐인 ‘유전무죄(有錢無罪) 무전유죄(無錢有罪)와 유권무죄(有權無罪) 무권유죄(無權有罪)의 억울한 사법적 피해자가 없게 ‘공정한 사법정의 구현‘에 새로운 지평을 열어주길 간곡한 마음으로 기대한다“고 소개와 함께 기대를 표현한 바 있다.

본지는 이번 서울동부지방법원의 새로운 둥지안착을 국민과 함께 축하하며 서울동부지방법원이 한국사법부 양심구현의 밝은 등불을 환히 밝혀주길 기대한다.
