광진의소리는 창간정신인 ‘대한민국 헌법정신인 기회균등 형평성의 원칙‘에 의해,올해는 현역 국회의원들의 신년사를 별도로 기획하지 않습니다.

지방자치의 양대축인 광진구청장과 광진구의회의장 신년사를 기조로 하고,

정치권 부문(현역 국회의원)은 <2020 제21대 국회의원출마 예비후보 등록자 새해인사말씀 특별기획. 원고접수순으로 편집!>으로 공평한 기회와 35만 광진구민들의 알권리충족에 부응하고 있습니다.

다만,아직은 예비후보이기 때문에 관련 법령상 ‘직접적인 선거운동성 내용은 사전에 게재불가를 전제했고,순수한 덕담수준의 원고내용을 주문했슴도 알려드립니다.

 Honorable and dear Gwangjin residents!

 Hopefully 2020, New Year‘s Day was bright.
May the New Year be filled with greater joy and hope.

 In 2019, we aimed for “the values ​​that residents inhabit and dream of making together.”

 It was a year when all staff including Gwangjin-gu ran unceasingly.

 The Kwangjin Welfare Foundation was established to reinforce the detailed welfare network and to provide the living-type infrastructure necessary for the residents, including the JaYang Han River Library, gymnasium, Junggok-dong Jungnangcheon Water Playground, and Guui-dong Complex.

 We established a 50+ counseling center and opened the Gwangjin Senior Club to help local seniors find vitality and jobs in their lives.
 
In addition, we have made efforts to create jobs and revitalize local economies through the expansion of social economic integration support centers and private job linkage projects.

 We are also preparing a platform to change the city‘s appearance by finishing the city planning service for the future development of Gwangjin-gu and selecting the area of ​​Guui Station as an active urban regeneration area.
 
The achievements that have been accumulated one by one are made more valuable by all 360,000 residents.
 
In the new year, we will continue to make changes and innovate.

 We will accelerate urban planning to raise regional value based on safe and clean cities, and strengthen our efforts to resolve welfare blind spots and revitalize the local economy.

 We wish you a bright and hopeful year for all the residents like the first sunrise of Mt.Achasan.

Dear Gwangjin residents!

It‘s time to finish the expiration year.
Thank you for your continued support and love for the year.

The past year has been a fruitful time for us to carry out legitimate legislative activities that will make a difference for the residents.

We did not settle for reality and followed the voice of the field, and tried to answer local issues.

The Gwangjin-gu council initiated ordinances in areas closely related to residents‘ lives.

In addition, through administrative affairs audits, we have sought `` Development of Lunar New Year ‘‘ through in-depth discussions on the issues.

The doors of Parliament are also wide open.
In order to meet the needs of the new era, SNS was established, and a public relations hall was set up to enhance access for residents.

The coming 2020 will be an important year for greater fruition in the second half of the year.

We will walk along the way for the residents to empathize with each other. We will work together to unite citizens in a unified spirit and work to promote the welfare of the residents.

We will continue our communication, harmony, and field-centered behavior until each Gwangjin-gu citizen feels a positive change. We promise to remember the faith of our residents, humbly accept encouragement and reproach, and act in a responsible manner.

▣신원철 서울시의회 의장 2020년 새해인사말씀

존경하는 천만 서울시민, 안녕하십니까. 서울특별시의회 의장 신원철입니다.

2020년 경자년(庚子年) 새해가 밝았습니다.

서울시의회는 그 어느 때보다 조심스러운 마음으로 새해를 맞이했습니다. 마음껏 희망을 이야기 하고 긍정을 전하고 싶지만, 우리가 처한 현실을 냉정하게 바라보고 변화와 위기에 철저히 대비하는 것이 더욱 필요한 시기입니다.

세계 경제의 불확실성이 지금처럼 지속된다면 우리 미래도 안개로 자욱한 길을 걷는 것과 같습니다. 무역의존도가 높은 대한민국 경제는 결코 세계 경제상황으로부터 자유로울 수 없고, 지금부터 적극적인 자세로 유연성을 키우지 않으면 그 피해는 고스란히 서민들에게 전가될 수밖에 없습니다. 특히 서민경제의 실핏줄이라 할 수 있는 소상공인·자영업자들의 어려움과 취업·창업을 꿈꾸는 청년들의 절망이 지금보다 한층 심화될 수 있습니다.

그렇기에 서울시의회는 올 한 해 민생경제를 살피고 돌보는 일을 최우선으로 하려고 합니다. 경제 문제를 국가 차원의 결단과 정책의 산물로 한정해서 보지 않고, 지역 차원에서 가능한 모든 자원을 활용하여 적극적으로 지원하겠습니다. 이로써 지역경제에 안정과 활기를 불어넣고, 균형과 창조가 동시에 맞물려 돌아갈 수 있는 환경을 조성하는데 최선의 노력을 다할 것입니다.

우선, 개개인의 도전을 응원하려고 합니다. 청년들이 용기 내어 꿈을 펼쳐볼 수 있도록 다양한 창업 기회를 제공하고, 혹시 실패하더라도 다시 일어날 수 있도록 먼저 손을 내밀어주는 서울이 되려고 합니다. 지역상품권 발행과 제로페이 확대로 영세 상인들과 소비자들을 위한 직접적인 혜택을 늘릴 수 있도록 지원하겠습니다.

더불어, 취업, 결혼, 출산, 보육 등 청장년층이 생애주기별로 마주하게 되는 가장 절실한 요소들을 채워주고 싶습니다. 역세권 청년주택 공급 및 청년수당 지급, 신혼부부 주거지원 확대, 돌봄SOS센터와 찾동 서비스 확대 등 보편적 복지의 혜택을 점차 확대해 나가도록 뒷받침하겠습니다.

서울시는 중앙정부의 확장예산 기조에 맞춰 지난해에 비해 10% 이상 늘어난 39조 5천억 원의 거대 재정을 운영해 나갈 것입니다. 예산 확대라는 기조 속에 이미 경제와 민생을 돌보겠다는 굳은 의지가 드러나지만, 편성된 예산 하나하나에도 민생 위기를 극복하겠다는 구체적이고 절실한 계획이 담겨있습니다. 서울시의회는 이렇게 확대된 예산이 정책의 수요자인 시민의 입장에서 가장 필요한 곳으로 흘러갈 수 있도록, 철저한 감시와 견제를 통해 정책의 우선순위를 바로 세우겠습니다.

또한 점차 노후화되고 있는 서울을 안전하게 지키고, 골목 단위의 도시 재생을 통해 지역 간 불균형을 해소하며, 시민의 건강과 직결된 미세먼지 저감 정책을 강화해 나가겠습니다.

짙은 안개 속에서 의지할 곳은 딱 한 발 앞서 걸어가는 이의 뒷모습뿐입니다. 한 치 앞을 알 수 없어 불안과 두려움이 엄습해오는 순간에도, 믿고 쫓아갈 수 있는 누군가의 흔적만 있다면 어떻게든 앞으로 나아갈 수 있습니다. 서울시의회는 여러분에게 그런 발자국이 되어주고 싶습니다. 무한한 희망과 긍정은 아니더라도, 따뜻한 위로와 격려를 전하는 동반자가 되어드리겠습니다. 그렇게 시민 여러분과 계속 앞으로 나아갈 수 있다면, 언젠가는 운무청천(雲霧靑天)처럼 구름과 안개를 모두 열어젖히고 푸른 하늘을 만날 수 있다고 생각합니다. 여러분과 함께 힘을 모아 지금의 고난을 유연하게 극복하고, 서울의 지속가능성을 계속해서 키워나갈 것입니다.

경자년(庚子年)은 쥐의 해입니다. 부지런히 살아가는 쥐의 모습처럼, 만물이 강인한 생명력으로 번성과 번영을 이어가길 진심으로 바랍니다. 모두 새해 복 많이 받으십시오.

This is Shin Won-cheol, the chairman of the Seoul Metropolitan Council.

In 2020, New Year‘s Day was bright.

The Seoul Metropolitan Assembly welcomed the New Year with a more careful mind than ever before. We want to talk hope and express our affirmation, but it is time for us to look coldly at the reality we are in and prepare ourselves for change and crisis.

If the uncertainty in the global economy continues as it is today, our future is like a foggy road.

The Korean economy, which is highly dependent on trade, can never be free from the global economic situation, and the damage can only be passed on to the common people unless they are active and flexible.

In particular, the difficulties of small business owners and self-employed people, and the despair of young people who are dreaming of getting a job or starting a business, can be deepened.

That‘s why the city council is going to put the top priority on looking at and taking care of the local economy this year. Rather than limiting economic issues to the results of national decisions and policies, we will actively support all available resources at the local level. In this way, we will do our best to bring stability and vitality to the local economy and create an environment where balance and creation can be brought together.

First of all, we want to support individual challenges. We are going to be Seoul, offering a variety of business opportunities to encourage young people to fulfill their dreams and to reach out first so that they can get up again if they fail. We will help to increase direct benefits for small merchants and consumers by issuing local gift certificates and expanding zero pay.

In addition, I would like to fill the most pressing elements that young adults face by life cycle, such as employment, marriage, childbirth and childcare. We will support the gradual expansion of universal welfare benefits such as supply of youth housing in the tax zone, payment of youth allowances, expansion of housing support for newlywed couples, and expansion of care SOS centers and services.

In keeping with the central government‘s expansion budget, Seoul will run a huge budget of KRW 39 trillion, up more than 10% from last year. While the government has already shown its strong will to take care of the economy and people‘s livelihoods in the midst of expanding the budget, each budget has a specific and urgent plan to overcome the crisis. The Seoul Metropolitan Council will immediately prioritize policies through thorough monitoring and checks to ensure that this expanded budget flows to where it is most needed from the perspective of the citizens who are the consumers of the policy.

In addition, we will safeguard Seoul, which is gradually becoming aging, relieve disparities between regions by regenerating alleys, and strengthen policies to reduce fine dust, which is directly linked to the health of citizens.

The only place you can count on in the fog is the back of a person who walks one step ahead. Even when the anxiety and fear comes when you can‘t know what‘s ahead, you can move forward anyway as long as you have the traces of someone you can trust and follow. Seoul City Council wants to be your footprint. Though not infinite hope and affirmation, we will be your companion for warm comfort and encouragement. If you can go forward with the citizens like that, I think that one day you will be able to open all the clouds and fog and meet the blue sky like Mt. We will work together with you to flexibly overcome today‘s hardships and continue to foster sustainability in Seoul.

Gyeongja year is the year of the rat. Like a mouse living diligently, I sincerely hope that all things will continue to flourish and prosper with strong vitality. Happy new year to all.

안녕하십니까? 자유한국당 광진을 오세훈 당협위원장입니다.

2020년 새해가 밝았습니다.
황금돼지해 기해년을 보내고, 경자년(庚子年) 하얀 쥐의 첫해가 힘차게 떠올랐습니다. 새해를 맞아 여러분의 가정에 사랑과 행복이 넉넉한 한해가 되고, 모든 가정이 평안하길 마음깊이 기원합니다.

여러분의 2019년 한해는 어떠셨나요?

저마다의 한 해를 마무리하며,

어떤 환경에도 빠르고 민첩하게 적응해 나가는 동물인 쥐처럼 2020년은 어려운 상황에 직면해도 슬기롭게 이겨 낼 수 있는 한 해가 되길 바라는 마음입니다.

작년 한 해 수고하셨고 힘찬 새 출발을 기대하며, 광진구민 여러분 모두 꿈과 희망을 향한 뜨거운 열정과 함께 보람된 한해를 맞이하시길 진심으로 기원합니다.

Looking back at 2019, I could feel that Gwangjin-gu people loved me a lot.

Last year, I visited every corner of Gwangjin-gu to meet many people and gained much comfort and strength to stand up again. Many of you have not forgotten me, but you have supported me with Gwangjin.

In 2020, in the New Year, we made a firm commitment to make Gwangjin a better place to live by accepting the will of Gwangjin inhabitants.

There is a word called Resonance Bird, chosen as the Lion of 2019.

Everyone wants to beat their opponents and live on their own, but if either side disappears, they will die together.

존경하는 광진구민 여러분!
자유한국당 광진(갑) 당협위원장 정송학이 여러분께 머리 숙여 새해 인사를 드립니다.

흐르는 세월은 멈출 수 없기에 다사다난했던 기해년은 역사의 뒤로 자취를 감추고 대망의 2020년 경자년(庚子年)의 새해가 밝았습니다.

지난 한 해 동안 힘들었던 일, 아쉬웠던 일들은 역사의 뒤로 사라진 기해년과 함께 모두 묻어버리고 올 한해 여러분의 가정에 만사형통하여 행복이 넘치시기를 기원합니다.

돌이켜보면 지난해에는 유난히 우리나라가 외교, 안보, 정치, 경제 등 대 내·외적으로 어려웠습니다.

남북미 간 대화로 평화의 물결이 일고 이제 곧 평화가 손에 잡힐 듯 하다가도, 북한이 미사일을 수시로 발사하여 우리 자유대한민국은 물론 전 세계를 불안에 떨게 했습니다. 경제 역시 소득주도 성장이라는 원칙아래 정책을 폈으나 너무나도 어려웠습니다. 곳곳에서 자영업자와 중소업자들이 어려움을 호소하고 있습니다.

그러나 힘내십시오. 우리민족은 아무리 어려운 일을 당해도 그 어려움을 극복해 나가는 저력이 있는 민족입니다. IMF구제 금융시절에도 그 위기를 극복하고 다시 살기 좋은 나라로 만든 대한민국입니다.

마찬가지로 새해에는 우리 모두가 일치단결하여 그 어떠한 고난과 위기에도 의연하게 극복해 나가야 하겠습니다. 저 역시 소중한 우리 대한민국을 더 살기 좋은 나라로 만들기 위해서 시장경제를 통한 경제 활성화 정책으로 자유민주주의 가치를 실현해 나가는데 앞장서겠습니다.

광진구는 동북권 교통요지이며, 한강과 아차산이 품고있는 서울 최고의 살기좋은 동네입니다.
구청장 시절 때의 초심의 마음으로 열정과 용기,패기로 새로운 한해를 시작하면서 우리 광진구가 서울에서 가장 살기 좋은 동네를 만드는데 일조하겠습니다.

In retrospect, last year, Korea was very difficult internally and externally in diplomacy, security, politics and economics.

Even though a wave of peace emerged from the talks between North and South America, and soon peace could be captured, North Korea fired missiles from time to time, causing anxiety not only for Korea but for the rest of the world. The economy also followed a policy under the principle of income-led growth, but it was too difficult. In many places, self-employed and small businesses are complaining.

But cheer up. Our nation is a nation that has the potential to overcome the difficulties, no matter how difficult. Korea has overcome the crisis and made Korea a better place to live in the financial crisis of the IMF.

Likewise, in the new year, we all need to unite and overcome all hardships and crises. I, too, will take the lead in realizing the value of liberal democracy through an economic revitalization policy through a market economy in order to make our precious Korea a better place to live.

Gwangjin-gu is a transportation hub of the northeastern region, and is the best place to live in Seoul, home to the Han River and Mt.
We will help Gwangjin-gu make the most livable neighborhood in Seoul by starting a new year with passion, courage, and ambition when he was a former director.
